Neglected Youth

A person I know in Portland, OR has had a baby, has had baby taken away(1), and can see when she's on visitation that the foster parents aren't actually taking care of her kid.

So how do we get the kid into non-neglectful foster care?

(1)Baby had gotten jaundice, was discharged too early from the hospital, she had to take the baby back to the hospital with jaundice, state took baby away, and foster parents are claiming the baby is fine. When she last visited the baby on Friday, the kid was still yellow.

Report the neglectful care to local Child Welfare folks, citing specifically what's neglectful.

I'd bet, however, that said person would want nothing to do with said plan.
